The One Inch Per Gallon Rule, Tested Against 209 Species
The one inch per gallon rule asks for a median of 7.72× less water than fish actually need. The reason is simple: most aquarium fish have to be kept in groups, and the rule only ever describes one fish.
A Celestial Pearl Danio is one inch long, so the rule says one gallon. It needs a shoal of 6, and that shoal needs 16 gallons.
Methodology
For each species we divide the minimum tank size in our species database by the fish's adult length in inches — which is exactly what the rule predicts in gallons. A result of 5× means the fish needs five times the tank the rule allows.
Adult sizes come from FishBase. The minimum tank sizes are our own, set from adult size, documented group minimums and territorial behaviour rather than from any volume formula. Sizes are stored in centimetres and volumes in litres, converted at 2.54 cm per inch and 3.785411784 litres per US gallon, with no rounding before the ratio.
209 records were read, and none were skipped — every record has both an adult size and a minimum tank size. The 21 invertebrates — snails, shrimp and crabs — are excluded from the headline figure and reported separately, because a 1.3-gallon minimum for a bladder snail is a formality. That leaves 188 fish and amphibian records behind the 7.72× median.

Where the rule fails worst
The twenty largest gaps between the tank the rule predicts and the tank the fish needs.
The 1,000-gallon species are not recommendations
4 species carry a minimum of 1,000 gallons or more. Those figures mean do not buy this animal. They are sold at a few inches and reach several feet.
- Iridescent Shark — 51.2" adult, 1,981 gallon minimum (38.71× the rule)
- Pacu — 39.4" adult, 1,189 gallon minimum (30.19× the rule)
- Red Tail Catfish — 51.2" adult, 1,004 gallon minimum (19.61× the rule)
- Koi — 35.4" adult, 1,004 gallon minimum (28.33× the rule)
Why it fails
Groups. 105 of 188 species cannot be kept alone without chronic stress. The rule prices one fish and you buy six or eight.
Territory. Cichlids and most catfish claim floor area, and a tall tank with the same gallon count gives them none of it.
Swimming room. Active open-water fish need length to swim, not a bucket with the right volume.
Adult size, not shop size. The rule gets applied to the fish in the bag. Every number here uses published adult size.
Waste. An inch of goldfish and an inch of tetra do not produce the same ammonia, so the error grows with size.
Tank sizes come in standard steps
Aquariums are sold in fixed sizes, so minimums snap to them and the same multiples repeat across unrelated species. The most common minimums in the data:

Nobody sells a 63-gallon tank, so read a multiple as "one size class up", not as a precise coefficient.

The error does not grow smoothly with size. The smallest fish are among the worst cases, because they are the ones kept in the largest shoals.
Invertebrates, reported separately
The 21 snails, shrimp and crabs sit at a median of 4.47×. They look like the rule's best cases only because their minimums are nominal, which is why they are left out of the headline figure.
